There are one or two organisations which will get your man up to speed, not sure about cost or location.

Do a search on the web for NTTA training.

I am told by VOSA that some are better than others, so check them out carefully before handing over any money - they should be able to put you in touch with recent successful cases.

You can also get test papers on the VOSA website.
